The National Assembly adopted a declaration on the occasion of 60 anniversary of establishment of the Council of Europe
The National Assembly adopted at its meeting on September 17, 2009
statement on the occasion of 60 anniversary of establishment of the
Council of Europe. The declaration states:
DECLARATION
on 60 Anniversary of the Council of Europe
National Assembly of Bulgaria
Having appreciated the great role of the Council of Europe to
become the European continent into a zone of peace, freedom, democracy
and rule of law, the establishment and safeguarding of human rights and
fundamental freedoms, to eliminate the dividing lines between the
conflict parties and the protection individual rights of citizens to
create a spirit of tolerance, dialogue and cooperation between peoples,
protection of ethnic and cultural differences that enrich the European
society;
By supporting the creation and implementation of common European
standards in many areas by more than 200 existing conventions of the
Council of Europe;
Welcoming the enlargement of the Council of Europe since the
initial 10 member countries in signing the fundamental status in London
on May 5, 1949 to 47 member states today, with 800 million citizens;
Recalling the historical role played by the Council of Europe for
the construction of Bulgarian democracy since the adoption of Bulgaria
to the May 7, 1992;
Underlining the importance of the Bulgarian contribution in the
development process through the European launch of major initiatives in
the institutions of the Council of Europe;
Emphasizing the participation of the National Assembly in the
Council of Europe through the work of the Bulgarian delegation to the
Parliamentary Assembly of the Council of Europe;
Having considered extremely important that the Council of Europe
to continue its active role as defender of European values and
standards and to participate as before in the improvement of European
society;
By assessing the importance of the role that the Council of Europe
will play in the future, including and as a forum for dialogue and
cooperation between its member countries, which belong to the European
Union and those members of the European Union, the development of
Mediterranean cooperation and the dissemination of European values,
even beyond the geographical borders of Europe to build a safer and
more just world;
Expressing regret that the Ministry of Foreign Affairs of the
Republic of Bulgaria has not made the call, according to § 1, item 5 of
the Law on Election of MPs to the selected on April 27, 2009 ad hoc
committee of the Parliamentary Assembly of the Council of Europe
Election Observation Mission in Bulgaria, which provoked sharp
statement of the Bureau of the Parliamentary Assembly of the Council of
Europe on June 22, 2009 and a proposal to challenge the credentials of
the Bulgarian delegation to the Parliamentary Assembly of the Council
of Europe;
Having appealed to the Parliamentary Assembly of the Council of
Europe to take account of changes in Government and the Government
majority in Parliament after the parliamentary elections held on July
5, 2009, respectively, and the election of a new Bulgarian delegation
to the Parliamentary Assembly of the Council of Europe
D E K L A R A and R:
Republic of Bulgaria will continue to actively participate in the
activities of all institutions of the Council of Europe, will support
its development and will cooperate sincerely and effectively to achieve
the objectives of this oldest European organization.
Declaration was adopted by 41 th National Assembly on September
17, 2009 and is stamped with the official seal of the National
Assembly.
Parliament adopted on first reading amendments to the Commercial
Code, providing for a reduction of the minimum capital required for
registration of a company with limited liability. The National Assembly
approved three bills submitted by the Government of Coalition for
Bulgaria Parliamentary Group and the Blue coalition. Ministers and MPs
Peter Dimitrov and Anna Yaneva Coalition for Bulgaria have identical
proposals for changes in trade law and the reasons for them. In the two
projects proposed amount of initial capital for the registration of a
limited liability company to be reduced to symbolic BGN 2. By applying
this measure the level of entrepreneurship in Bulgaria will increase,
which means more jobs, and offering new services and products,
explains.
The draft provides that the Council of Ministers abolished the
requirement for registration of company in the commercial register to
be submitted at least 35 percent of the capital. Martin Dimitrov and
Vanyo Sharkov the Blue coalition offer minimum capital requirement to
be reduced 50 times - to a level of 100 leva for the establishment of
LTD.
Governing Council of the State Enterprise "Port Infrastructure"
will be three men, adopted on first reading parliament. MPs voted
amendments to the Law on maritime spaces, inland waterways and ports of
the Republic of Bulgaria. At present Governing Council is undertaking a
five-member composition. The reason is to overcome the negative impact
of financial crisis and reducing costs in state enterprises, explains
its importer - Council of Ministers.
Governing Council of the State Enterprise "Air Traffic" to be
three people instead of five, to modify the Civil Aviation Act adopted
on first reading by parliament. Council of Ministers is submitted. The
amendments repeal the Supervisory Council of the enterprise. The main
argument for the proposed changes is to reduce costs because of the
financial crisis. According to the importer so will save approximately
500 000 euro cost of the salaries of members of management and
supervisory bodies of state enterprises by the Ministry of Transport.
The National Assembly adopted the Law on Construction of
transformation forces troops of the Ministry of Transport and troops of
the Committee of Posts and Telecommunications in state enterprises. The
amendments provide for changes in controls and supervision of state
enterprises established under this Act. They are State Enterprise
"Transport Construction and Rehabilitation", State Enterprise
"communication construction and reconstruction" and State Enterprise
Construction and Reconstruction "created by special law. The bill
provides for a reduction of the number of governing boards of state
enterprises "Transport Construction and Rehabilitation", "Construction
and Rehabilitation of communication" and "Construction and
reconstruction of the three members, one of which, as before, will be
the director of the company. The abolition of the Control Board in
state enterprises.
The purpose of the changes is to reduce costs in public
enterprises because of the financial crisis. Thus, for a year will save
approximately 500 000 euro cost of the salaries of members of
management and supervisory bodies of state enterprises by the Ministry
of Transport, Communications and Information Technology.
